regarding this question.
First, a server uses Bandwidth (like money to an information) that is in a
server, it comes in limited amounts as i know, this bandwidth is what goes out
everytime anyone downloads something. Hence, the name server means "to
serve bandwidth" when you upload something, it is the same thing, it costs
bandwidth to upload into the server and the server uses that as a means to store
the information. Works both ways.
So yes, through the submission of scans, there is a need to charge credits as
well.
The other less feasible reason is this:
Many new members registering in the first minute without reading a tad bit about
the policy at http://support.minitokyo.net does not
know of right and wrong submissions, such as no hentai, no offensive material,
no copyrighted works from other wallpaper makers and so on. It is critical that
they be charged so they will think twice "should i submit this? i will get
charged, i wanna download something first and think before putting something
up".
Which if the member is smart, he or she will think about going to the policy to
read up just in case if they missed any details. It is a positive rerouting of
thoughts and way to make sure people don't flood the galleries with duplicates,
useless and offensive scans.
I hope this clears up your problems regarding submissions.
Others, if you wish, i can send a Private message containing a lot of the links
that are of Minitokyo's importance and policies.

To spam is a means of telling people things that they need not know and already
understand in something that can be said in one word.
true spam are like these:
"nice girl" "i like this one" "wow, sugoi"
"....." "he he he"
"smileys" "i love this girl"
Thank you is definitely not a spam, but do not overdo it, there is no meaning
behind it other than a thanks note. which does not have an agenda of
appreciation, why are you liking it, what does the artwork attract you most?
how one differentiate between spam and not spam is easily crossing the line at
times.
For example, to copy 1000 pieces of thank you's in a thousand comments on that
many artwork is spam. that can warrant for an instant ban. Much like a certain
member who posted nothing but "nice" on all those works.
but to say" hey thanks for sharing the scan, i really like this girl, she
is so sexy and the body line is just wonderful." is not spam in my
book.
for a wallpaper:
"i really liked this wallpaper, so beautiful and the effects are wonderful,
i will fav this to show my appreciation, i think you deserve this"
sweet as it may be this comment is, you are actually not spamming, and it is to
a certain degree a type of constructive comment. You mentioned that you liked
the effects and so on, that is a good comment.
as a bad comment however (still not as spam but near that)
" I like this wall a lot, such wonderful piece of art, i am faving
this"
although simple, it shows that you like it, simple and nice but again, it is not
something for cut and paste.
